The Wise Old Weather Crow was a syndicated weather cartoon running sporadically in several papers across the US from about July 1907 to February 1908, at least as far as I have found.
Some were signed "Stanley", and I suspect that the artist is Lee Stanley, who did other sydicated cartoons at the time. See more about Lee Stanley here at the Comic Strip History website.
